Education Expenses Reach 1 Trillion 130 Billion 844 Million TL in 2023

In 2023, education expenditures increased by 92.5% compared to 2022, reaching 1 trillion 130 billion 844 million TL. The levels of education where expenditures rose the most in 2023 were primary education with 109.0% and preschool education with 107.2%.

According to the statement made by the Turkish Statistical Institute (TÜİK), the share of education expenditures in GDP was 4.3%. While the share of education expenditures in gross domestic product (GDP) was 3.9% in 2022, it rose to 4.3% in 2023. The share of government education expenditures in GDP also increased from 3.1% in 2022 to 3.6% in 2023.

The majority of education spending by state educational institutions was directed towards higher education.

When evaluated by service providers, 34.4% of the expenditures made by state educational institutions were allocated to higher education, while 21.4% went to secondary education. Among the expenditures made by private educational institutions, 41.4% was for higher education, and 32.2% for secondary education.

83.5% of education expenditures were financed by the state.

In 2023, 83.5% of education expenditures made in Turkey were financed by the state. The share of expenditures made by households in education expenditures was 7.9%.

Per student education expenditure reached 49,045 TL.

Per student education spending amounted to 49,045 TL in 2023, up from 25,143 TL in 2022. When classified by education level, higher education had the highest per-student expenditure at 84,759 TL in 2023.

The education level with the highest increase in per-student expenditure was secondary education.

Total per-student education expenditure increased by 95.1% compared to the previous year. The education level showing the most significant increase in per-student education expenditures in 2023 compared to 2022 was secondary education at 110.5%, followed by preschool education at 106.5%.
